Major Overhaul in Footwear Industry Standards by BIS

In a significant move affecting the Indian footwear industry, the Bureau of Indian Standards (BIS), following consultations with the Retailers Association of India (RAI), has announced substantial amendments to the Quality Control Standards (QCOs) on footwear. Key officials, including Hon Minister Shri Piyush Goyal and senior bureaucrats, oversaw these deliberations.

These changes, as outlined in the Gazette Notifications dated 15th March, mark a pivotal shift from the previous regulations established in June 2022. Notably, the amendments include:
•    Suppression of the 2022 Footwear QCOs.
•    An extension until 1st August 2024 for implementing QCOs across various footwear categories, including leather and polymer-based products.
•    Exemption for legacy stock manufactured or imported before the commencement of the new order, allowing BIS-certified manufacturers to sell or liquidate these products until 30th June 2025.
•    Continued exemptions for micro and small manufacturing units under the MSME Development Act, 2006, and for exports.
•    Specific concessions for imported goods used in domestic manufacturing for export purposes.

These changes are seen as a balanced approach to uphold quality standards while considering industry concerns.
